Teacher Licensure Exams to Be Scrapped by August 30 – Education Ministry Directs NTC

The Ministry of Education has ordered the National Teaching Council (NTC) to abolish the Ghana Teacher Licensure Examination (GTLE) by August 30, 2025.

The directive was issued by the Minister of Education, Haruna Iddrisu, during the inauguration of the new governing board of the NTC in Accra on Tuesday, July 15. According to the Minister, this move is in fulfillment of President John Mahama’s 2024 campaign promise to scrap the licensure exams and reform the teacher certification process.

Per the directive, candidates who previously failed the GTLE will be given one final chance to re-sit the exam before the deadline. After that, the examination will be completely phased out and replaced with a new teacher qualification framework.

The Ministry says the new system will be integrated into the academic and practical training of teachers, allowing students to be assessed through coursework, teaching practice, and professional conduct, rather than sitting for an additional examination after graduation.

“We are not lowering standards. Rather, we are redefining how teacher competence is measured, through consistent academic performance and supervised field work,” Hon Minister Iddrisu emphasized.

A transition committee has been tasked to work with stakeholders in designing and implementing the alternative certification system. This committee includes representatives from teacher training institutions, unions, and education regulatory bodies.
